The Real Utopia is defined as a fusion of idealistic visions with specific institutional and systemic solutions. In 1971 German artist Joseph Beuys designed a chart printed on plastic bags which displayed two contrasting social systems: direct democracy and existing representational democracy - the latter dominated by intrigues of rivalling political parties. The alternative to the second system was brought by the idea of self-determination and decentralization on every level of social life. The ideal of self-government characterized in such way can be today compared with the attempts at putting it into practice.
 
The lecture will be complated by a projection of a documentary "This is our city" about the participatory budget of Porto Alegre.
